EMC test is for confirming if device under test is impacting to other electrical devices nearby by electromagnetic wave generated from that device and vice versa. Normal operation and essential performance of devices should be checked during or after each test.

The broadcasting and communication equipment conformity assessment system has been implemented according to Article 58-2 of the Radio Waves Act. It is divided into the certification of conformity, registration of compatibility, and interim of conformity.
A party intending to manufacture, sell or import broadcasting and communication equipment must have one of those three certifications |
A party intending to manufacture, sell, or import equipment that can harm the radio environment, the broadcasting communication network, or others, as well as those whose normal operation can be affected by radio waves can apply for the certification of conformity by attaching the related documents to the NATIONAL RADIO RESEACH AGENCY (RRA).
Main notices: Article 58-2 or the Radio Waves Act, and Article 3-1 of Public Announcement on Assessment of Conformity, and Equipment in Accompanying Table 1
Targeted device: Wireless telephone alarm automatic receiver, radar equipment for ships, telephone, modem, etc.
Process
A party intending to manufacture, sell, or import broadcasting and communication equipment that is not subject to certification of conformity can register the equipment by attaching the letter of confirmation that verifies the compatibility to RRA over the Internet.
Main notices: Article 58-2 or the Radio Waves Act, and Article 3-2 of Public Announcement on Assessment of Conformity, and Equipment in Accompanying Table 2, and Article 3-3 of Public Announcement on Assessment of Conformity, and Equipment in Accompanying Table 3
Main standards: KN 32, KN 35, KN 11, KN 14-1, KN 14-2 , KN 15, KN 61547, KN 301 489-1, 17
Targeted devices: Computing device and peripheral and broadcasting set-top box, Measuring instrument, industrial device, connector, etc
Process
If there is no criteria for assessing the conformity of the broadcasting and communication equipment or if it is difficult to assess the conformity for whatever reason, the conformity can be assessed using the standard, specification or technical criteria of Korea or other countries and then attaching the region, period of validity, and condition of certification to the manufactured, sold, or imported equipment
Main notices: Article 58-2 or the Radio Waves Act and Article 11 of Public Announcement on Assessment of Conformity
Targeted device: Newly developed, equipment whose, conformity assessment, criteria are not yet, available
The Federal Communications Commission regulates interstate and international communications by radio, television, wire, satellite, and cable in all 50 states, the District of Columbia and U.S. territories. An independent U.S. government agency overseen by Congress, the Commission is the federal agency responsible for implementing and enforcing America¡¯s communications law and regulations.
The Federal Communications Commission regulates interstate and international communications by radio, television, wire, satellite and cable in all 50 states, the District of Columbia and U.S. territories. An independent U.S. government agency overseen by Congress, the commission is the United States' primary authority for communications law, regulation and technological innovation. In its work facing economic opportunities and challenges associated with rapidly evolving advances in global communications, the agency capitalizes on its competencies in: |
• Promoting competition, innovation and investment in broadband services and facilities
• Supporting the nation's economy by ensuring an appropriate competitive framework for the unfolding of the communications revolution
• Encouraging the highest and best use of spectrum domestically and internationally
• Revising media regulations so that new technologies flourish alongside diversity and localism
• Providing leadership in strengthening the defense of the nation's communications infrastructure
FCC certificate is not uniformly applied to all targeted device but applied per the type of device. There are 4 different kinds of categories for getting FCC.
This Certification is required for devices which use electromagnetic energy for transmitting signal intentionally and some receiver for those signals. Those can impact to existing telecommunication system, so test reports which were performed by FCC accredited laboratory and technical documents should be submitted to FCC and get confirmation. Devices in this category should attach FCC ID on product and required description should be in user manual as well.
In a concept of simplifying process and deregulation, certification is waived for some devices when it got tested in and report is generated by one of NVLAP (National Voluntary Laboratory Accreditation Program) which is operated by NIST (The National Institute of Standards and Technology) or one of test agencies in Taiwan which is accredited by MRA. Devices in this category can use DoC related FCC mark rather than FCC ID and required description should be in user manual. This category was expanded from Digital Device to some receivers in October 1998.
Detailed regulations are in CFR (Code of Federal Register) Title 47 (Telecommunication) and below table is showing overview of targeted devices.

The Certification and Engineering Bureau of Industry Canada provides a certification services for radio equipment. The testing of the device is usually done by 3rd-party labs. The procedure to apply for any radio equipment certification is called RSP-100 |
IC number for the product is made up of Company Number (CN) and Unique Product Number (UPN). The CN can only be obtained from Certification and Engineering Bureau of IC.
Communication equipment can be categorized as two different categories (Terminal device and Wireless Communication device). And Wireless communication device is also categorized as two different categories (Category I and Category II). Terminal devices and Category I devices should acquire certification from IC. For Category II Wireless device, IC certificate is not required when it got conformed to required technical regulation.
These devices should acquire IC certification. This category is including mobile wireless communication devices (ground, air, ocean), Cell-phone, Wireless laptop link, Low power generator. Test agency which issued test report should keep that report for 5 years.
These devices do not need to acquire IC certification but test should be performed per respective technical regulation and label should be attached if applicable. IC can request for those conformity documents anytime, so those report should be kept. This category is including ISM (Industrial, Scientific, and Medical) RA generator, Floppy-disk drive, Data storage device, Keyboard, Printer, Video, Monitor. Class information should be attached in device (Class A, B) as well.
RF device: Category I | - Type approval Device
- Mobile wireless communication device (ground, air and ocean) - Cell-phone - Wireless Laptop link - Low power generator - Affixed wireless communication device using lower than 960MHz - 800MHz dual mode cell-phone |
---|---|
RF device: Category II | - Non Type approval Device
- ISM device, RF generator - Data Storage device, Keyboard, Printer, Monitor which are using more than 10KHz wired/wireless communication signal |
EMC | - ICES-001 is applied for ISM RF generator
- ICES-002 is applied for every telecommunication devices which are using more than 10kHz frequency signal - Wireless communication device should apply applicable RSS and test according to those - If not defined, ICES-003 is applied for those devices |
In each Member State of the European Union (EU) there are national regulating bodies responsible from the carrying the responsibility for the implementation of the European Legislation on national level. |
Manufacturers who place MDs on the EU market under their own name shall notify the competent authorities of the Member State in which they have their registered place of business. Where a manufacturer does not have a registered place of business in an EU Member State, he shall designate an authorized representative who shall notify the competent authorities of the Member State in which he has his registered place of business. The Authorized Representative shall be appointed via a written agreement defining the tasks and responsibilities between the manufacturer and Authorized Representative.
Please note that several EU Member States require additional registration / notification of import / distribution of medical devices on their territory (e.g. Portugal, Italy, and Poland).
